Tibetan graduates realize full employment

Extending opportunities for basic and higher education and creating jobs for university graduates have been on the top agenda for regional authorities, and there is no exception in Tibet.

Thanks to the preferential policies in education,Tibetans got a satisfying employment data, which greatly encouraged the local college graduates.

By the end of November 2012, 16,991 students of the total 17,274 Tibetan graduates have achieved employment, and the employment rate is 98.36 percent, according to the statistics released by the department concerned in Tibet.

Tsering Dekyi, a graduate of the Tibet University for Nationalities said in a telephone interview that fortunately college graduates did not have the same employment pressure in Tibet compared with those in the inland.

In 2006, the Tibetan regional government made a breakthrough to the original assigned employment policy for graduates and carried out the reform to give the graduates a double-way choice,the assigned and the market ways in employment.

Since then a series of supporting policies have been put forward. By the end of 2010, the average employment rate for Tibetan graduates had reached 84 percent , which was higher than that of the national average level.

In order to achieve the full employment of the Tibetan graduates, the Tibet government has also implemented a series of rewarding policies to encourage all kinds of enterprises and institutions to increase their recruitment of graduates.

Graduates who chose to work in the enterprises and institutions out side of Tibet can also get some subsidies.

All of these policies have opened more employment channels for Tibetan college graduates. A relevant official in charge of Tibetan employment said that the policies published to promote the college graduates employment in Tibet rank top in China.

Thanks to the series of preferential policies, Tibetan education has achieved remarkable results. In 2011, a total of 16,580 graduates achieved employment with an employment rate of 99.32 percent.

By 2012, 17,274 students have graduated, the number breaking the record.

To achieve the "full employment" goal, the Tibet government has strengthened the mechanism of open examination and admission, providing 14,700 public office posts for Tibetan college graduates.

More Tibetan graduates choose inland jobs

More and more Tibetan graduates choose to look for jobs outside of the plateau in the inland provinces and cities, while the policy of "supporting Tibet with talents" is also effective.

Altogether 1,200 out of 12,574 current Tibetan graduates have found jobs outside of Tibet so far, according to the data released by the Human Resources and Social Security Hall of the Tibet Autonomous Region.

Since 2006, the Tibet Autonomous Region has enforced the employment policy of "market-oriented, government-control, and self-determined two-way selection by both graduates and employers", which ended the Tibetan graduates' employment history of "unified assignment".

According to the data related, over 10 percent Tibetan graduates annually choose employment outside of Tibet after the employment reform was carried out.

"After reforming the employment system, the students have been motivated to look for jobs outside of Tibet. Meanwhile, the policy of 'supporting Tibet with employment' also provides a platform for the students to 'go outside'." said Fu Xiancheng, vice director of College Graduates Employment Service Centre under the Human Resources and Social Security Hall of the Tibet Autonomous Region.

In 2010, the central committee's fifth forum on work in Tibet put forward that provinces, cities and corporations supporting Tibet should recruit a certain number of Tibetan graduates. This year Tibet has 17 supporting provinces and cities and 17 central state-owned enterprises to jointly carry out the program of "supporting Tibet with employment" by offering 13,133 job vacancies to Tibetan graduates.

In order to help Tibetan graduates better adjust to the market-oriented employment mode, Beijing, Shanghai, Chongqing, Guangdong, and Jiangsu hold five special job fairs to provide positions in over ten fields, including education, medical treatment, health and sanitation, finance, computer, human resources, and auto-manufacture, attracting over 3,000 Tibetan students. Among them, 751 have settled down in their expectation new jobs.

Tibet also put forward a series of preferential policies towards Tibetan graduates who have signed employment agreement or labor contract with corporations outside of Tibet, offering them certain amount of traveling expense and living subsidy.

A database of these graduates is exclusively under establishment so as to track their status quo and offer prompt support and service to tackle all the problems and difficulties that might happen at work.

The employment mode has become more diversified in Tibet in 2012.
